not Haley Osment he just turned 18 a little while back.
but your thinking of the Good Son, with Elijah Wood(Frodo in Lord of the Rings, and North), and Macaulay Culkin(Home Alone1&2), Wood is orphaned and sent to live with his Aunt, Uncle, and cousin, Culkin. Culkin is the spawn of satan, and makes a bolt gun that he uses to kill animals, and he throws stuff off overpasses onto cars. he convinces Wood to do this stuff with him. eventuall Wood realizes that Culkin is nuts and threatens to tell, they fight and end up on the cliff. Culkin's mom finds them and has to choose which one to save, and picks Wood, because Culkin says something while dangling that makes her see him as the monster he is.
I think the Mom was Jeanne Tripplehorn( The Firm, Water World, Sliding Doors)but I'm not sure

I believe you are talking about the Bad Son, but its not about twin boys. They are actually cousins. But one falls off a cliff and the mother has to decide which to save her son or her nephew.
