Use 'is over of' to answer these types of questions:

What number IS 40% OF 25,000,000?

x/25,000,000=40/100

Cross multiply to find the answer: 25,000,000 x 40=1,000,000,000, then divide 100 into 1,000,000,000, which equals 10,000,000.
