Theres a ton of parental monitoring programs out there that will filter out where he can and cannot go. theres also range of programs that will hide in the background without your childs knowledge and even send you a printed screen to your email address every predetermined amount of time.
I would suggest getting both.
This way you can teach your child that computer use is a priveledge that will be taken away from him/her if they continue disobeying the rules you set forth.
So once you tell them no ONCE -- and you find out via one of the emails sent to you, then You take action to punish them until they understand they cant do that on your computer if you say no.
However, there is a flip side to that to consider.
If your child is just reaching pubperty, and theyre hormones are going berzerk...they will need some form a release.
If you tell them not to watch porn on the internet, whats to stop them from smuggling an x-rated magazine, or video into the house and watchignt hat when youre away?
Its a tough situation to deal with, and I do not envy you in the least. But this is the perfect opportunity to explain to the child the difference between the glamour of what XXX content is, and the reality that its just women/and men out to make a fast buck.
thats the best I can do.

Down load the software from your Internet service provider which is called parental control,so your service provider may automatically block your child from visiting those site or site which are risky for him/her.You can also down load free software from Microsoft Security center.Or other means is on your browser click tools-Internet option and select restricted site with high security or block them- in all increase the security level.Or use your software for malicious script to remove them.

If you use IE's Content Advisor, make sure you remember the password. Everyone using the computer will need it and it's hard to recover from a lost password.
