CLAMP said it wasn't, and I honestly don't think so, but what do you guys think?

No, it isn't shounen-ai. There is no DIRECT shounen-ai in the manga to be specific, but it is definitely implied. There are enough hints in the story and shounen-ai related moments that the genre is questionable.
I'm a rabid yaoi/shounen-ai fan, so I know what I'm talking about. All I do is surround myself with yaoi sites and I've noticed that many people ask themselves this question when it comes to Legal Drug.

Here's what wikipedia states on the matter. This might clear things up a bit:

"There is a controversy between fans of this series as to whether CLAMP intended for the characters' relationship to be shounen-ai or only platonic, due to the fact there have been may implications and situations that suggest it. CLAMP has stated, however, that it is not meant to be shounen-ai. This statement from CLAMP has not stopped the fandom from writing numerous fanfiction with slash content.

However, there are constant shounen-ai undertones, and the third volume is highly suggestive. Much original artwork is very suggestive of shounen-ai (chains, collars and suggestive positions). One such picture is of Kazahaya undressing Rikuo with his teeth."

So... my opinion is that it's more on the slashable than on the shounen-ai side since there are no stable moments in the story that can express that notion. The genre of this story is more of an option, you can see it as whatever you want since all possibilities are equal.
