I've used both, but I find electrics to be better. I can't say definitely that electrics cause less irritation. They're both about the same. The electric gets my vote because of its ease of use.
If you get an electric it takes 2-3 weeks for your face to adapt to it. The first few times you use it, it will feel like it's snagging your beard. Shaver manufacturers usually will warn you inside the packaging so you don't return it right away. I used both the foil shavers and the rotating-head shavers. I think the foil ones are better because they're easier to maintain. The foil ones got a lot of hair stuck in the heads, and they weren't easy to remove. The foil ones you just shake off, and occasionally brush the inside out. If you go with an electric make sure you at least get a medium-priced one. You can always buy a new blade attachment for the inside if it gets really old and dull, so a good shaver can go a long way.
If you want to stick with the 'blade and cream' I can suggest a way to make your experience more enjoyable. Get your face wet and put a thin layer of shave cream on. Wait a full 3 minutes, no less. Watch TV, or something. Come back and add the amount of shaving cream you want. Shave. It should come off a whole lot easier. The moisture works into the hair and makes it very soft, but it takes a whole 3 minutes to be effective.
As far as reducing irritation in general, get a good aftershave. I don't usually use it, but last night my chin was burning from where I shaved it, so I took some toilet paper with some alcohol poured into it, and I dabbed that on my skin. I must have gotten an infection inside the micro-abrasions on my skin. The alcohol stopped the pain. That makes me question weather or not I want an aftershave that has a lot of lotion in it, or one that has a lot of alcohol -- just a thought.

More- it's metal on skin.
For the least irritation, shave in the shower with a product like Aramis lab series Maximum Comfort Shave Cream. Then it's softened skin, raised whiskers, cream without air in it.

Use some electric shave lotion with the shaver and then it is less irritating than a razor

yes it does I had to switch to electric because of the irritation and it doesnt cause those little bumps you get from the razor.
