You need to make your bills on shore a minimum, and have them come via computer. You need to have a boat you are comfortable living on and comfortable sailing, in all weather. You need a small means of shore transportation such as a scooter. You need a course in navigation and thought about downsizing all possessions. You need to be able to plan meals with nonperishable food and cooked in the smallest amount of dishes. Most metropolitan areas have an anchorage where people can live aboard and work. You need to know all about boats, fiberglass skills, mechanical skills, motor skills , electrical and plumbing skills.

plenty of clothes for in the water, and protect against the wind.

First you need to find a boat appropriate to what you want to do with it. For me, in most cases, a sailboat is best as it minimizes costs. There are many different types designed for many different environments, from coastal to trans-ocean.
Then you learn to live your life in a minimalistic way. What you don't need, you don't have aboard. Of course everyone has different levels for this. Most of what you do have on board you need to know how to maintain and repair yourself.
Then you find a job that travels. Either a skill required just about everywhere or that can be exercised just about everywhere (e.g. refrigeration, mechanic, writer, site designer, musician, investor) Then you base your boat somewhere where living expenses are reasonable, South America for example.
And, presto ......

You want to live and work at sea? go to a maritime college. The best is Massachusetts Maritime Academy. Major in Marine Transportation, or (sigh) Marine engineering. Get a license, and go to sea.
