i'm trying to run Xlink Kai from my pc to my xbox. i'll get the message saying "pc out of range - port forward", something along those lines.

i've gone to a site that provided great information, but i still couldn't get things straightened out. i was wondering if it was my DNS server since both of them are the same, and my service provider told me they don't give DNS's (Bell/DSL) so i'm very confused since i've NEVER port forwarded before

Are you running a router? What brand? Most port forwarding on home networks is done through the router, and will require setting up static ips instead of using a dhcp server.
