Cingular does not, even if they did, I would not advise buying from them.
T-mobile sells the Pebl. It is a fairly good phone, and the flip-feature is spring loaded, which is very nice.

I strongly advise buying from T-mobile, they are a great company that will help fix all your problems, and Customer Care is open 24/7 for you, unlike Cingular

I don't think so, they're exclusive to T-Mobile. You can however buy a pebl directly from motorola although it'll probably be VERY expensive since your not buying it with a contract through cingular.
