i am a leo. leos are supposed to be very outgoing and openminded and not afraid of anything or not shut they're mouths when they have something to say. but i am so shy, i can never stand up to anyone and im not very outgoing. what zodiac sign fits this description?

That may have nothing to do with being a Leo, and everything to do with family or friends.
Your family or friends may have made you become shy or intimidated, or past experience may have cause you to be this way.
There is no true zodiac sign for shy people, just all experience.
Now if you want to become more like what your sign says you are, you must 1st ask yourself, why am I this way? what experiences shaped me to be so shy and withdrawn?
what can i do to positively change that?

you are definetely not more like a scorpio, so negate that.
depending if your birthday is on the cusp, you could share your personality with the signs that surround yours... cancer and virgo. or else you are just not fitting into the definition of your sign based on the sources you have read... which doesn't mean that you aren't like your sign in so many ways.
if you are seriously interested in astrology and the zodiac, then i recommend you study it more. the brightside horoscopes and short, evasive outlines in the newspapers and other daily online sources etc... are not a true and acurate depiction of your sign.
as others said that your birthdate and sun sign play a big part in how being a leo effects you, but there is also your polar sign to take into consideration, which is the one exactly opposite you on the zodiac wheel, and is often described as "the one that has your number"... they kinda get you and you get them, and you are most likely to exude their personality traits than any other sign, especially if you have spent a lot of time around someone from that sign.... your polar sign is aquarious, and i know from experience that they are more quiet, laid back, watchers....

Not all leos are outgoing and loud. All leos will share common characteristics, but there are many other things to consider when dealing with astrology. Your ascendant sign is important, because it is how others perceive you and how you react in public to new people, new situations etc. Your venus sign is important to, because it represents how you deal with people romantically and socially. People who have ascendants in earth signs (taurus, virgo and cap) tend to be more shyer when you first meet them. Take a look at your personality when you are with your family and closest friends and see if that fits the leo type more. Well you may be a leo but a different house. There are three houses for each sign. Also, you might be a cusp wich is more likly. a cusp is when you're mostly one typ but some of another too. You might want to get ahold of the book. Complete Birthday signs.

Maybe you should stop worrying about it - its only a set of rules anyway - I genuinely don't believe that lumps of rock and gas floating millions of miles away can truly and significantly affect your "destiny". I think that people can be whoever they want to be - it's simply a question of deciding you are in control of your own life and not some mysterious external force.
