is there a way to find out who has it? what if the sim card was taken out and replaced, can i still track it. Am i going to ever get it back?

You can try calling your cell number from a land based phone and hope whoever answers is honest enough to return it. Security wise it's better to call your cellular provider and have them deactivate the phone. Have your SSN# or passcode handy.
Deactivating the phone cripples the SIM card and ensures that you don't get stuck with a huge bill. If the phone does turn up you can always swop in a new sim card.
