Sure. Mentally retarded folks did not give up their right to vote because they have retardation. There is no constitutional restriction about this and any state laws would prove to be unconstitutional as a violation of due process.
And since they are citizens, and the actions of government directly affects them, they have every right to vote. They work, they pay taxes. Folks who work in sheltered workshops pay taxes. They have the right to vote if they so choose.
