I'm casting my vote for Gamefaqs.com, but would add that you should cruise around and definitely look at some of their walkthroughs, esp. for a game like GTA-SanAndreas. Sometimes, tricks (hidden procedures that don't involve codes) you see in the walkthroughs can avoid having to use too many codes, which, as you know, can crash or corrupt the game.
A good example of this would be: In San Andreas, there's a mission where you have to get some dynamite from a quarry and you're on a timer. You COULD use the "Stop the clock" cheat, but it's easier and safer to just shoot the guy by the detonator! I got that from a Gamefaq walthrough, I'm pretty sure, and many others!
