The thought is that she is not connected to the force yet. She has never been told to stretch out her feelings and as such her powers are minute. Sure, she may be strong with the force but he thinks she is Bale's daughter and If he doesn't teach her then she will remain a non issue.

He really didn't know about Leia. Luke and Leia were seperated at birth. Luke was raised on Vaders home world by his family, so I believe he knew of him. Leia was not. She was more removed from him. Remember, he did not actually know who Luke was initially. He only knew that he sensed the force within him. The force was in alot of people who weren't related to Vader. Every Jedi knight had the force. Also Luke's surname (Skywalker) dead givaway to Aniken Skywalker. That couldn't have been a common name. Leia was adopted by another family so she had a different last name.

well there's two sides to this.

1. Lucas had not revealed at this time that Vader had children.
2. The first time Luke even knew he was vader's kid was the morning of the first shooting of Empire
3. Leia and luke found out they were bro and sis the morning of the first shooting of Jedi.

it was all kept secret till the last possible min

It was quite some time before Vader even told Luke that he was his father. Apparently, he always knew he was Luke's father. The same could probably be said of Leia. From the very moment he met her, he probably knew ! The real question is why he kept secret for so long that he knew this.

Simple! At that time George Lucas hadn't created that story line. Ever notice how in Ep. IV she calls him "Darth" instead of "Vader?" In the later stories Darth becomes a title, not a name.
