Elizabeth I was the first English sovereign to succeed to the throne with no overseas territories in her control.

During her reign, attempts to colonise the north-eastern seaboard of North America were made, leading to a small colony at Roanoke Island, a "lost" colony assumed to be around the Chesapeake Bay area, and the naming of the area as "Virginia".

The answer to your question therefore is England, Ireland (from 1558 until her death in 1603), and the above "colonies".
