why did it take so long for montana's senator to be annouced?

The vote was close. They wanted to be sure there would be no recounts or errors.

It was a very tight race. The margin was only a couple thousand votes. They were probably doing canvasing, spot checking for accuracy, the same way they did in Virginia.

They were still counting votes from some of the precincts and then Burns didn't want to concede to Tester when the votes were tallied.

They had to make sure their numbers were right.This was a very close race and needed diligence in the vote count.
