Is your problem that they are millionaires? Or is it that they're russian? Personally, I find your suggestion that all russian millionaires are criminals is offensive.
On another matter, the reason why so many foreign billionaires live here is because we don't tax them on profits that they make overseas.

So what are you going to do about it? You can bet your life if they have so much money they are covering their tracks. If you feel so strongly, set your self up as a detective agency or help the police to get proof of what the Russians are up to. I think you can take it as `done` that the police are already aware of what is happening. They are not the first gangsters to do this, neither will they be the last, unfortunately.
