they have never said, in one episode they had a outline of the USA on a wall map and just as someone was going to point out where in the US it was another person, or even that person blocked the map with there body, to my knowledge both coasts were still visible to the audience, but unless we assume that they actually touched the map instead of just pointing, that doesn't rule out the coasts.
I believe each of the 48 contiguous states has a Springfield in it. However I do not know if any actually have a Shelbyville adjoining them. as the Shelbyville-Springfield conflict has popped up often in the last 18 years you could search to see which states have both towns, and then whether or not any state has them adjacent to one another.

The state with the city of Springfield in it! heavily, the makers of the Simpsons have them in a regular state. each state has a city of Springfield in it! All 50 states! all of us understand that is on the sea through fact it has a dock and a coastline.
