It is a list of players that cannot be just cut from your team. They must be traded or left on your roster. The list is determined by Yahoo! "experts" and a player will only be removed when they deem it necessary. This tool was developed to keep fantasy owners, whose teams were not doing well, from dumping their entire rosters and putting all their players up for grabs on the waiver lists.

The "Can't Cut List" is a commissioner option that disallows team managers from releasing bonafide superstars into waivers/free agents pool. It was created to maintain a balance in your league. (e.g., If there was no "can't cut list," I could drop Kevin Garnett and Chris Paul (players on that "can't cut list") from my Fantasy NBA Yahoo! team as I didn't feel like playing anymore. The result of this action would be that the remaining teams in the league would try to pick up these players and in the process "unfairly" strengthen their teams with the addition of these superstar players).

On your second question, there is no way that you can remove players from the "can't cut list" once the teams are drafted.

Sadly you cant get your players off the cant cut list. its a major bone of contention with yahoo every season.

Its the list of players you cant drop because yahoo feals that they are too valuable and if u dropped them it would be unfair to the rest of the league.
You cant get them off unless your comish changes the league settings
