While you have missed the actual question you can do something useful with what you have given:

V = kh^3 is the equivalent of volume proportional to cube of height.

Sub in the given values:

500 = kx10^3

k = 500 / 1000

k = 0.5

So, V = 0.5 h^3 for ANY height and volume.

So, in a typical question they will then give you a height and expect you to find the volume and then they will give you a volume and expect you to work out the height.

So, if the height of the balloon is 4m, say, then V = 0.5 x 4^3 = 0.5 x 64 = 32 cubic metres

And if the volume is 13.5 cubic metres, then h^3 = 13.5 / 0.5 = 27
So h = 3m.

Remember,

1 Write out the proportionality as an equation with a constant
2 Use your data to work out the constant
3 Rewrite the equation with the known constant
4 Use your equation to find the unknown from any given.

if
500 = x * 10 cubed
then
500 = x * 1000
so, x = 1/2

formula is V = (H cubed) / 2

h=10m

T=V/h^3
=500/10^3=1/2
