Ensure that you have good security programs running at all times on your computer, and ensure that they are kept updated.
Also, do not open any emails or any other file transfers where you do not recognise the sender.
A firewall is a definite MUST to stop anyone hacking.

I recommend AVG as an anti virus, although eTrust's 12 month free trial is excellent (I'm using it and am extremely impressed).
If you need other programs, go for Zone Alarm firewall, AVG anti spyware (formerly Ewido) and SpywareBlaster.

Please ensure that you keep them all updated for full protection and check for any updates when you first download them.

1) Copy all your files on a cd/dvd
2)Use the windows installation cd to format and reinstall windows

4) If you have a permanent IP address, change it to get another IP address or use another internet connection, from another service provider.
5) Change all your passwords of your email account/accounts.
(But use a different computer, in case you have a doubt of having any keylogger software installed on your computer)
6) Do not open any attachment sent over email.
7) Do not allow access to anyone you do not trust to your computer.

Try to talk to your internet service provider about changing your IP address.
He might not even know what your IP address is, so you might not even need to worry about that.
Just be mindful about what emails you're opening and their attachments. (practice safe surfing, as usual)
There's probably little to worry about.
Turning off your computer untill he dies is a bit extreme, but if thats what makes you feel secure....
