Technically, any mammal can harbor the rabies virus. However, since it can only be passed on through direct contact (usually bite wounds), hamsters are not considered carriers. Hamsters who receive bites from infected animals usually don't survive the bite long enough for the rabies to become an issue. And, as someone before me pointed out, they are usually kept safely in a rodent cage.

They are isolated in a cage they have very little chance of getting anything other than from dirty living conditions.
