If they don't have seeds in them there is nothing that can grow. The seeds are inside the cone and are usually gone by the time it falls to the ground. Shake one and see if seeds are in it.

If so plant them in some damp sand and keep it well water till they sprout. Then transplant them to a pot with soil and keep that damp too.

thats a great site that cristi@st gave u .try the forest service u can buy seedlings 1year old for about 30 to 50 $ a thound use a dibble bar to plant them the forest service will show u how to plant them if you have a few acres it could grow into $ in a few years.
