You are not In Charge of anything. You also apparently haven't been paying attention to the new party leadership. They made it very clear(last week), that there will be NO IMPEACHMENT.

I don't think it would make much difference - Cheney is generally regarded as being the most power VP in history, and I think he is in many areas already the architect of Administrative policy, which George W. is simply the likeable public face.
