That's really strange.
Unless that policy is posted in the store and enforced against all customers, the manager was really mean and unfair to your mom.
When he crushed the bag, did your mom feel physically threatened? If so, that might be assault. She could file a complaint with the police.
Regarding the $5 policy, you should contact some local news agencies, like TV stations and newspapers, and ask them to help. They can send people in to the store to try to buy chips and see if they're treated like your mom. Either way, they can embarrass the manager and make him accountable in a very public way for what he did.

Um...I don't think I would look at that situation at a legal standpoint. At this time, it's better off to look at the situation from a professional standpoint. Not only was that very rude and unprofessional, it was extremely immature. I would get the phone number to the coporate office of that particular business chain and file a complaint. Demand that something be done...whether it be just them talking to the guy and having him apologize, or terminating him. The reason I know this is because I just had a similar issue.
My sister is only 16, and she has a part time job. A guy that she liked alot asked her to homecoming. She's not a very feminine girl, and she didn't have a dress, so she asked me to go shopping with her for one. Well, we ended up at the thrift store after some time, and she found one that she really liked. Now, I'm pretty sure you know how the prices are at thrift stores...they're usually pretty cheap. Well, the tag on the dress said $5.95. (That's not bad, right?) So we go to check out and the manager walks by and tells the cashier that the dress was supposed to be $59.50, and that someone must have just priced it wrong. My sister loved this dress, and was willing to pay for it. I looked at her and said in a very normal vioce "Man, prices in thrift stores sure are getting ridiculous nowadays." The manager comes over to us, snatches the dress out of my sister's hands, threw her money at her and told us to get the f*** out.She told us that we didn't have to effin shop there, and that we were obviously too good to take advantage of the 'GREAT' prices that they had. The both of us started laughing hysterically and walked out the door. I didn't know that she was the manager, so I walked back in and asked her to speak to her manager. By this time, everyone else in line to check out was either laughing, yelling or leaving. The manager looks at me and said "I AM the manager, sweetie." Everyone started laughing again. Even this old lady on oxygen was laughing hysterically! So I asked her if she realized just how immature and unprofessional she was acting, and she asked me if I wanted her to follow me outside...so I said yes, and she got in my face, screamed and cursed a bit more then lit a cigarette. After about 3 days of talking on the phone to the corporate office, my sister and I learned that later on that night, she was fired and arrested for possesion of crack cocaine. She got caught doing it in the bathroom. BUT, to this day, my sister and I are still not allowed back in that store. Not that we would ever go back there...or recommend it to anybody. And since that happened, we've seen quite a decrease in customers that go in there. Oh well. Serves them right.
Like I said, get the number to the corporate office and give 'em a ring. They'll almost have to do something.

Yes it is legal but it is a poor way to run a business.
Many dollar stores are run by low class people who are learning that it is hard to make money selling junk for $1. They start becoming upset that customers aren't spending enough money and sometimes they let the ugly inside them out.

legal ...not.....proper-definitely not....is there a sign posted in the store saying you have to spend $5 ....i have only seen this with regards to paying with a credit/debit card. by the way i am sure the owner of the store would love to know that his manager is tuning away customers and destroying products.
