The electro- viscous (EV) fan clutch helps improve A/C performance but may also produce some additional fan engagement noise. If the fan is not operating at the proper speed/function, the appropriate diagnostic trouble code should set.
If the fan clutch is truly operating at a speed higher than intended, a DTC P0495 or P1484 should set. Additional codes are available for other conditions.

It sounds like your fan clutch isn't working correctly. To check turn off motor and allow to fully cool(the fan clutch uses the heat from the radiator to turn it self on when needed when your stopped or moving slowly), reach in behind fan shroud and try to turn just the fan by one of the fan blades, it should turn with little to no resistance, if it is really hard or imposable to turn it needs replaced.

The fan clutch is froze up. Try to turn the fan with your hands. If it won't turn easily, replace it.
