Every time I boot up my PC, this pop up comes up saying I can find out what other people are chatting about. It's called chatdetective.com Is it spyware?

Most probably, scan your system with your anti-spyware. If you have got no anti-spyware, get both these for free, update them and scan with both; if nothing comes out, then its not harmful.
