Developed countries can be identified generally as having a viable infrastructure...that is a working transportation system, power delivery system, communications system, and reasonable access to each by the average citizen.

Developing countries may have one or more of these traits, but not have reasonable access due to war, poverty, or other issues.

These are purely personal thoughts, but it's always how I saw it. I may be internalizing some stuff from an economics class here or there as well, who knows?

Actually, these terrms are more of political terms than economical terms.

They were derived from the terms "First World" and "Third World", who are also political terms often disguises as economic terms.

Developed countries = The goverment of these countries are obedient enough to us.

Developing countries = The goverment of these countries aren't obedient enough to us.

Of course, since developed means no more development after reaching the developed status, developed countries aren't truely developed since there's still room for more obedience... er, I mean development. So the terms "Developing" and "Under developed" are coined as replacements for "Developed" and "Developing", but never used much, since it cause confusion.

In the novel "1984", many if not most of the current 'First World' countries are part of Oceania.

Many if not most of the former 'Second World' countries are either part of Eurasia or Eastasia.

Many if not most of the current 'Third World' countries kept changing hand between Oceania, Eurasia, andEastasia

In 1984 term, today Western Europe, Japan, Singapore, and so on are part of Oceania.

Its not an opinion its a fact, its a nicer name for rich countries
(developed) which are the western and/or northern countries. Developing country means usually the poor countries, who are in need of financial help, or are used by the richer countries for cheap labor. i.e. per capita income is low, not enough infrastructure. etc.
