Of course. According to topcoder.com and Business Week, the winners are from China and there are plenty, tons of them! NONE is from India. If not for this question as well as the hype and hot air blown, India is really not worth even a mention. The rest of the winners in topcoder.com are Caucasians or probably Jews, including some from Russia, US or the Eastern European countries. All the topnotch people in the industry know. Let the facts speak for themselves. Good luck to India for its call centers, data entry, etc. Hot air can't last. It just rises and bursts. Do IT right!

Napoleon said China was the sleeping dragon, but there wasn't any IT around when he said it.

* China does not innovate. IT's strength is based on innovation, producing the next generation of microchips that are faster and more efficient. Or sophisticated software that is developed through a complicated and iterative process dealing with end users. Owning a microchip factory is not innovation.

* China's Confucian education system does not produce workers who discuss ideas, identify (and rectify) problems, understand business systems or otherwise 'think outside the square'. They are very good at following particular instructions, but do not like to take ownership of the work as a whole.

* Yes, there are Chinese in Silicon Valley, but they work for American designers, and are underrepresented at management levels.

* My money is on the Indians to be more effective in the programming side.
