You mean surface wind, i suppose.It will have different directions depending upon the season and local weather.Upper air winds(that is, winds at different heights over a place) also change directions depending upon the season.At greater heights(say 15Kms and above) the direction may not be affected by local weather and will depend only on seasons.It may be the same at a particular time of the year over a particular place.Moreover the direction of the winds in the surface, lower levels and higher levels over a particular place will be completely different sometimes.Hence seasons and local weather detemines the direction of winds at different heights over a particular place.
