i know how to change the time,and have done so many times.it seems like there are certain programs like ebay that either slow or stop the time and then i have to reset it again.

Well it is not possible for any program to change or slow the time. It must be done by you.

I think your problem is due to a hardware problem. There is a device known as the real-time clock in your system which is responsible for keeping the clock. There might be something wrong with it.

Your computer clock, like your wristwatch or conventional clock runs on a battery. So, when its out of power, you have to change the battery. To do this you will have to open your PC cover and replace the battery inside. (Its a small round one).
