It really doesn't sound like you've had one decent answer here. This is more then likely a software issue. Unfortunately without the restore media you're limited in what you can try to do to resolve this issue.

The first thing I would do if the computer is under warranty is to call Dell. With the best rated support in the industry, they'll be able to walk you through exactly what you'll need to do to bring your laptop back to life.

If your laptop is out of warranty, you still should contact Dell and find out what your options are for getting replacement restore media.

You should post the exact error code so that we can help you troubleshoot your problem.

I would pull everything out of the system that you don't have to have. If you have any PCMCIA cards in the system, remove them.

When you boot the machine, tap the F8 key before you see the 'windows xp' logo and you should get your boot options. You're looking for 'last known good configuration'. try booting to that - what happens?

Can you boot to safe mode only? if not, where does it fail in the boot process?

if you have a OEM license on your computer with a valid xp license number, you may want to ask around and see if you can borrow a friends xp cd. I'd recommend removing the partition, re-partitioning and reinstalling fresh if you don't have anything on the laptop you can live without. If you can't, you can try to do a 'recovery' install and see if that works.

Anyway, good luck! As always - exhaust all options before paying money for support.

i had the same problem with mine very recently

i phoned a computer shop and was advised to run a powerful hoover over all the air vents on the computer - apparently if one gets blocked it can muck up all the other ones and your laptop overheats. It actually worked on my computer - i just hoovered it all.

he also said it could be that i've got too much data on there and was using too much memory / processing power or i could have a virus. if thats the case, you'd have to take it to a repair centre

I'd suggest phoning round small repair shops in your area and see if they have any sugesstions over the phone. I did this, and mine now works and it didnt cost me anything!
