First, you need to figure out what, exactly, you expect them to invest in. Do you have businesses already formed or are these new? If they are new, then what are they supposed to do? What are you making? What do you need? What do you have? What can you get? What are your people good at?
Second, how will they know? Have you mapped out what is in it for them? How they will safeguard or scrutinize their investment? Will they have any control, any say in the business?
After you have mapped out the business environment and resources your country has to offer, have you devised any business plans? Essentially, it is putting this together into a coherent and polished proposal--If we had x amount of money, we could do those things with these resources in this opportunity.
Now you have to sell it. If you have figured out what you could be good at, then approach the banks. They will probably say no, but then ask if they know of people and companies who invest in things like that. The bank will be able to tell you your weaknesses, and hopefully strengths as well if you ask them, and that will help you sell your program--and they may even introduce you to eligible people or firms who can help. Go to trade shows and fairs and conventions for the types business or industry that you feel appropriate (even if only on the web and you find out who is showing or presenting and then contact those wthat are close to what you need.
Know who else does what you are good at. This gives two directions for approach. They may be interested (with a good presentation to spark their interest) in doing what they do in your country too. They have competitors, so if they aren't interested, try to get the interest of those who compete with them.
Repeat this as often as needed: planning, polish, and presentation. Good luck.
