Do you mean a UK size 16?
That would be approximately:
Bust: 40 inches
Waist: 32 inches
Hips: 42 inches
HTH : )

Hi, It's about 34/ 35 inches. jeans wise.
T shirts usually come in small, medium, large, xtra large.
I think you would be safe with large.
Any chance of measuring one of her other Tshirts or tops?

a 16 is a pretty big size for a girl. You could go to a Sears or JC Penney site and go to their sizing pages for a better idea of how big that is. Not all 16's fit the same, btw.
Depends on manufacturer. Grab a top of hers that fits her well, check the size and where it was made. Try to buy a garment made in the same country for your best fit.

I'd go extra large, but it depends on how the shirt is cut. If it's a men's shirt, large or xl, depending on how she wears her clothes. if it says baby doll, or girl cut, or perfect fit, xl may not be big enough. Just depends on how your girl is built.
I'd go through her closet.
