Foundation first. Then concealer. Applying foundation over concealer will rub off the concealer, and concealer is just for camouflaging the spots your foundation couldn't cover up by itself.
You should always select a foundation and concealer that match your skin tone exactly. Light comes forward, draws attention, while dark recedes. You don't want your pimples to be brighter than the rest of your face, do you? However, for your undereye circles or dark spots, you might want to go one shade lighter to counterbalance the darkness. Some people find they don't have to do this, or when they do, it gives them a reverse-racoon look.

You need to apply your concealer first and then your foundation. Your concealer is made of heavier substance and has to blend into your skin tone before you apply your foundation.

apply foundation first. You'll find that the foundation can cover up some blemishes, then after it's been worked in, look over and see what still requires foundation.

omg no kishy is so wrong, i thought that but then i went to this seminar on make-up and i learnt this
first you apply foundation on the bags under your eyes and with your fingers spread it outwards and then apply it on any spots or anything that you want to cover up, then you put on foundation everywhere excpet for the places you have put the concealer on the bags under your eyes. make sure that u always use a concealer one lighter shade than your foundation.. xxx

If you have blotches, discolorations, red areas, or blemishes, concealer always first. Use yellow for dark purple under eye circles and green for any red areas, remember to blend well without removing too much, then apply foundation and the rest of your makeup. Just remember this saying, "yellow cancels purple and green cancels red."

I apply concealer first because it's slightly darker than my foundation and skin colour. For me I can blend it more if I do it in that order.

for me i think applying concealer is the first thing u should do when putting on make-up. u want to cover up your under eye circle, and any acne or acne scars. than apply foundation to even out your skin color.
