find you a copy of a"mcga" manual on safe loading/unloading of cargo. And it may give you the technicalities of how such a device may work. It has to do with the ballasting of a ship during the above loading/unloading process to make sure the ship wont flip over and etc. It will warn you if the ballasting gets out of step with the loading/unloading procedure so you know when it becomes necessary to suspend operations until the ballasting has caught up.If you know the name of the device(manufacturer)you could go to their site and get full specs.
