Lake Charles, LA has a few. Contraband Days is sort of a whimsical celebration of the legends of Jean LaFitte in the area, and one of the Mardi Gras Crewes takes over the city, unofficially, for a few days around Memorial Day. LC also has a decent Mardi Gras. There is a third festival, but I don't remember it. They also host unlimited speedboat racing once a year, and have hosted the Hobie Cat Internationals and other regattas a few times.
Since the casinos have moved in, and the hurricane tore up the town, the festivals are in a state of flux, but the casinos are definitely getting in on sponsoring, so the festivals are likely to get much better. It's a golden opportunity for the town.
Edit for clarification: Jean Lafitte was an infamous privateer, sometimes called a pirate, so the locals go all pirate-y for 10 days.
