I have to say that Spectre would win, and for exactly the same reason that snow used! The Spectre can call on someone even more powerful for help, if he needs it, while there is nobody that the LT can call on for help when he gets in trouble!

The living tribunal would win. Spectre although powerfull has been slowed or almost stoped by people with magical powers, and when spectre was going to kill one person i can't remeber his name nubu or something "the persense" which is considered god of dc told him to stop. Living tribunal is considered god of marvel, not even someone with the infinte gauntlet which makes the person omnipitant can stand up to him(it?, them?)
