On Sims 2 PC, why can't I click on the Custom Hair colour button?

Do you have to have a special expansion pack? I've got the Open For Buisness, University and Family Fun Stuff. Do I need another one to make it work?

I think that it is because you have not created any custom hair in Body Shop & you haven't downloaded any custom hair colours from the internet.

So when you click on it there is nothing there to see.

When I create a character, I can' t click on the custom hair button, but once my character is created and living in an house, I can modify his/her hair by clicking on the mirror. When you do that, you can click on the custom hair button. It has nothing to do with the expansion pack.
