It depends on your own personality. I'd check on the American Field Service (AFS) foreign exchange website and it will give you the background, history, and information about all the Spanish-speaking countries accepting exchange students.
I adored Spain when I was there, however, that is not the same as South American Spanish (although it's still Spanish, and each country has it's own slang and accents). My daughter is 16 and currently a foreign exchange student in Chile, and she is having a blast.
Check out AFS, though, as they are one of the oldest and most reliable exchange programs out there -- and, you can even get on the website and talk to a "real" person (instant message) about any questions you have -- we found it extremely helpful. Here is their link:

Costa Rica would be a great choice. Pleasant weather, a stable government, large middle class and a prosperous society, without the extreme differences between the rich and the poor. The beaches are some of the best in the world; great for snorkeling.

Mexico.
It's diverse, socially, geographically, and environmentally. i think travel is important for everyone, because travel teaches us things we need to learn. You're sure to get your foreign exchange student's worth, in terms of immersion in the language. You'll also get to stretch your currency's exchange rate. Obstacles? None foreseen, unless you're a STUPID (sorry, i mean obnoxious, unintelligent, oblivious, and/or inconsiderate, which i know you aren't, or else you wouldn't be considering this opportunity) american or you're placed somewhere dangerous.

Ask this question to the organization you will be going through (e.g. AFS) or your school guidance counselor. I would think Spain and Mexico would be on the list. IMHO, I'd pick Spain or Argentina-- stable political situations there, good standard of living, many fun activities, etc.

depends which version of spanish you studied/how you want to apply spanish. if you live in socal/texas, then go to mexico. if you're elsewhere and studied the "classical" version (if one may so call it), head on over to spain. have fun! =)

i guess it really depends on ur budget and what u wanted to get outof it. if u have a higher budget and is more into historic and modern thgs, then i would suggest u go to spain.
