The original term was "qu.eer as a two dollar bill" and didn't have anything to do with gay people at all.
TWO dollar bills were once used in horse racing bets, at two dollar windows. The $2 bill wasn't widely used outside of betting, and often shunned for that reason. They were seldom seen and became an oddity, or "qu.eer"
It soon became associated with gay people to mean it couldn't be more obvious he was gay. Two dollar bill became three dollar bill after the $2 dollar bill was removed from circulation for a few years, and the phrase had no longer been used referring to odd denomination used at horse tracks.

Couple of folks got it right about being "queer as $2 (or3) bill" and something that started with betting.
Just meant odd or weird.
In the 70s became "gay as a $3 bill" when it was used in a movie (sorry I forget what it was) as a joke.
Not sure I added much, but quite a few seem to nly tell you what the complete phrase was, not what it meant or started.

The term is " queer as a three dollar bill" The term derives from the old word for counterfiet money , it was called "queer money"
and at one time a counterfeiter actually printed up some three dollar bills to see if people would take them.
