Depends upon how much alcohol is in his bloodstream. When it gets really cold, the city DOES open up some public buildings.

I dont think there is much chance of dying of thermofrost if that dude has on warm clothes.

between 1-10 this happens all the time we just don't get all reports from n.y.p.d. but you can be sure there will be some too! many homeless. in n.y.
