They are all naturally occuring.
Helium was discovered in the naturally occuring mineral clevite in 1895 by Ramsey. The helium content of the atmosphere is about 1 part in 200,000. The bulk of the world's supply of helium comes from wells in TX, OK, and KS.
Neon, krypton, and xenon were all discovered discovered by Ramsey and Travers in 1898 and they each occur naturally in the air around us.
Neon is found in the atmosphere at about 1 part in 65,000. Neon is comercially available by the liquifaction of of air and separated from the other gases by fraction distillation.
Krypton occurs naturally in the atmosphere at about 1 part in 1,000,000. Like neon, it is produced by the liquifaction of air and separated by fraction distillation.
Xenon occurs naturally in the atmosphere at about 1 part in 20,000,000. Xenon is found in the gases evolved from certain mineral springs , and is comercially obtained from the extraction of liquid air.

Unless you have some strange definition of "naturally occurring", all 4 elements exist naturally, albeit in trace quantities for some.
