This last time, in 2001, the state legislature re-drew that district map. Ten years prior to that, in 1991, the legislature was unable to come up with a district map that the Governor would agree to sign and so the map adopted that year had been drawn up by "special masters" appointed by federal judges. Back in 1981, the legislature drew the map.

The legislature always has first shot in the process of drawing the district boundaries. But the Governor also has to find it agreeable and sign it into law. When the Governor vetoes the new boundaries, and if the legislature is still unable to adopt a map that the Governor will sign, the the process gets taken over by federal courts.
