Not really. They probably have always gotten along with each other, and have always lived in a family unit. It is much nicer to live with someone you love, than to live alone. It is less expensive, and they can help each other out. Love doesn't always mean lust, you know. If neither one of them never found the right person to marry, then it is better for them to remain single rather than marry just anyone because it "looks weird" to live with your sister. That's a really bad reason to marry someone, and a bad reason to go live alone. People are social, most of us are happier living with someone else. I think they are lucky they have one another.

This reminds me of this scenario:
Your friend, Joe, who is a known stud with the women, is seen with some cute little redhead having dinner at an expensive restaurant. Knowing Joe is always getting laid, you presume this is one of his many conquests.

Same thing here with the single man and his sister.
The fact they live in the same house doesn't automatically give you license to presume they are sleeping together. That is ridiculous.
Oh, and being the Devil's advocate, even if they are sleeping together, whose business is it to start with? Certainly none of ours!!

I think you are not the single man. Is he honest, conscientious about supporting himself and others he should be responsible for? Clean, upright in character, without bad habits, cares about himself but is not self-centered? In this age of economic challenging times for even folks with decent incomes, I admire the arrangement if it is for practical reasons and there is nothing, absolutely nothing unhealthy going on. Look at this person on deeper levels than this.
