Is it only in Los Angeles? It's really out of hand here.

I think it's only certain doctors that do this; my family doctor will give out pretty much any prescription like candy so long as he knows the medical history of the person.

I think that too many people take anti-depressants without undergoing any sort of therapy (which is usually needed to actually recover from depression).

I agree that they are handed out far too freely. What people usually need is a "shoulder to cry on", but doctors don't have the time (or the skills!) to be useful and psychiatrists are even worse because they get a lot of money for giving people shock, drugs and other nasty things, so they don't have the incentive (or the skills, again!) to help people. They also falsify the research, or at least deliberately misinterpret the research to support their own position. Read anything by Peter Breggin, for a better understanding of what's going on. There are "grass-roots" organisations that can be an alternative to psychiatry. Peer group counseling such as "Re-evaluation Counseling" which has groups in every American state and many, many countries around the world.

I think it tends to be the easy answer. it makes people FEEL better just to have them.
