If you want to change the colour of any part of the picture, one tool you can use is Selection Tool. Photoshop and PhotoImpact are some examples of image editing softwares.

The Selection Tool allows you to select any part of the photo. But in order to use it, you have to merge the image with the background. When you have selected part of an image, you can apply filters and monochrome effects. For example, if you want a person hair to be yellow, apply yellow monochrome effect. Then in order to enhance the colour, use the soft edge tool.

All the steps described above can be followed from Photoshop or PhotoImpact or any image editing softwares that are close to them.

If you want a friendly, quick-and-easy-to-edit and also the 60-day free trial version of image editing and design, try out Microsoft Digital Image at http://www.microsoft.com/products/imaging/default.mspx

Wow, there's a lot of misinformation in the question and answers. Anselm Adams did a lot of darkroom work to bring his pictures to the point that he envisioned for them when he took the shot. If he were alive today, he would be using Photoshop. Anyone who shoots in raw mode and post processes their images is basically doing the same thing. An untouched raw image is usually drab. As for straight-out-of-the-camera jpegs, these are post processed or "Photoshopped" by the camera. Would you say that is cheating? Post processing is used to perfect an already good image. It is not proper to use it to "fix" a technically deficient image. Post processing is not cheating. It's part of the craft. The person who said the cropping was cheating clearly never had to fit a 4:6 or 4:3 ratio image into a 5x7, 8x10, 11x14, or 16x20 frame. Knowledgeable photographers usually leave room around the edges for this very reason.

The Gimp is good but I somehow didn't get on with it. Still it is free and it is the best for pure editing. http://www.gimp.org
Second I'd put Irfanview, http://www.irfanview.com it is one of my must have programs
then I love Picasa as it is *magic* for a ton of other stuff, especially organizing and together with irfanview and Photoshop I need nothing else. Of course Picasa is free:

In any good photo editor, you can change colors by:
1. Using the polygonal selection tool to select the area (preferably with feathering).
2. Applying a colorize adjustment layer or effect with the selection as a mask.

Thinning/fattening people can be accomplished using a mesh warp, punch or pinch effect, or fisheye correction.

My personal favorite software is The Gimp and it's free! Assuming you're running Windows:

Gimp - Photoshop knock-off, can use most PhotoShop plug-ins and many of the most popular plug-ins are duplicated in the community and offered freely on this site. http://www.gimp.org ; documentation at http://docs.gimp.org/en/ ; plug-ins at http://registry.gimp.org/index.jsp .

INSTALL NOTES: Download and install this first: http://superb-west.dl.sourceforge.net/sourceforge/gimp-win/gtk+-2.8.18-setup-1.zip (Gimp Tool Kit). Then download and install this: http://superb-west.dl.sourceforge.net/sourceforge/gimp-win/gimp-2.2.13-i586-setup-1.zip . Then download and install this: http://superb-west.dl.sourceforge.net/sourceforge/gimp-win/gimp-gap-2.2.0-setup.zip (animation pack). Lastly, download and install this: http://superb-west.dl.sourceforge.net/sourceforge/gimp-win/gimp-help-2-0.10-setup.zip (help files).
