He keeps getting elected because he has promised not to change the law reguarding co-hibation. It's illegal for a couple to live together without being married. How libral it that. Sorry need to put that dig in. He keeps getting elected because they feel with Ted at least they know what they are getting Comfort zone. No he hasn't made any such promise. However that law does exist. Just not enforced.

Massachusetts voters must vote party line, no matter who runs is all I can figure; and their claim to the Kennedy family. Ted has been a sad contribution to our political and cultural history since he was responsible for that girl's death at Chappaquiddick. Shame on you Massachusetts.

short answer - he keeps getting more votes than anybody who challenges him.
Long answer - despite his many foibles and problems, he delivers for the state (commonwealth) of Massachusetts. He's got seniority, he's a "Kennedy", and he gets the job done.
