Get a TV tuner card (about $20, on sale), install it in your computer, and hook up either cable or an antenna. I got one at Comp USA and it works great. Of course, in a couple of years it won't work because everything is going HDTV, but for $20 it's a good deal. Mine came with scheduling software so you could set it like a VCR or DVDR and save it to disk. You can even pick the format to save in -- MPEG, AVI, DVD, etc. The software also lets you pick the video input type -- NTSC, PAL, SECAM. I don't know if it really works on PAL or SECAM, but I know when I select those, I don't get a picture.
It also has some video inputs, so if you have something on a tape or a camera, you can transfer those on to your system, too.

Reffering to the answer above, you will need one with an ATSC tuner to receive digital over the air broadcasts (antenna) and a QAM tuner to receive cable digital (unscrambled) channels.
