I use this great eyeliner by Almay. I can't remember what exactly it's called but I know for sure it lasts for 16 hours.

A good trick to make a perfect line and control without smearing is resting your pinky against your face...if you smear a lil use a moistened cotton swab..the best way if you just cant master it..i use JANE the after hours black eyeliner..it makes your eyeliner top and bottom look smoky.

try this, it really does work---- use your eyeshadow, loosen it up a bit and dip this liner-clean- brush in a very small amount of water and take your time and dot it on SLOWLY until you get the hang of it. Make sure you already have your regular eyeshadow on first and use this method with a contrastinf darker color. Apply a bit of gold shimmer eyeshadoew, just a bit in the middle of your lid, and your eyes will POP! Especially with some dark mascara, not overdone. you can also une eyeshadow as a bottom liner in any shade and it looks beautiful. A nice blue will bring the white and tired look out of your eyes, just dont overdo that part. Play around a bit and you will find the right colors. It works, My eyes water alot from allergies and mine stays on, been doing this for years!

liquid eyeliner prolly wouldnt smear but it takes practice to get it on good.
--if you put on some kind of light/matching skin color eye shadow and then apply the pencil eyeliner that will prolly help.

don't use a rectractable eyeliner. Use a pencil u can sharpen. Then use a spray that protects the line and keeps it waterproof.
i know neploean perdis has a spray and an eyeliner pencil duo
but I'm not sure who else makes them.

i use a really skinny eyeliner brush and dip it in water, dab it on tissue, and then use my powder eye-liner. it's really easy because you can just brush it right over your lashes (so it looks really natural). also if you put translucent powder under your eyes (just like poof the brush w/powder over the the under of your eyes) after you put your foundation on and then brush it off/mix it into your face when you are done with eyeliner, all the black dust will disappear and it hides dark circles VERY well.

I always use eyeshadow for eyeliner.
If you want a smudged look, use one of those sponge applicators. You can buy them in bulk in a bag, and they are easier to use than brushes because you have more control.
If you wet the sponge before using, you can get a more defined line, and the shadow color becomes more intense.
