We can't. As long as there are two human beings on this planet, one of them will want to push the other one around. Since the dawn of time, people, tribes, and eventually civilizations have made war on their neighbors in order to take what is theirs. Why did the Roman Empire invade Britain? Why did the Conquistadores slaughter the Aztecs? Why did Attila the Hun sweep through Europe? Why did the British conquer India? Why did the US attack Iraq?
Answer: because the weaker party had something that the stronger party wanted, and they were strong enough to take it.

Excellent question.
How indeed, when history and experience has shown that negotiation, appeasement and diplomacy are all useless when dealing with psychopathic leaders and their followers who crave world domination - for what ever ideology or objective.
I guess we'll all just have to wait until evolution (or God, if you prefer) finally eliminates the aggressive, reptilian part of our brains - I just don't see any other alternative in the near future.

I don't personally believe peace is possible in this world. But if you wanted that answer, you would have put this question in the religion section.
We cannot acquire peace. But if we could, spreading democracy is a pretty good start.
